IPOS (Internet Point of Sale) Accreditation
In order to sell transportation and ancillary services (hereinafter referred to as the "transportation/ancillaries") on ATSS electronic tickets and ATSS electronic documents (hereinafter referred to as the "ATSS Stock"), agencies are required to undergo accreditation with ATSS (Air Transport Settlement System).
ATSS accreditation offers to agencies the possibility to:
- Obtain access to sales of transportation/ancillaries of ATSS members/partners on ATSS Stock under standard-term agreements, technologies, and procedures;
- Administer their sales using a provided interactive interface in real time;
- Use standard reporting for accounting and management purposes. Settle of all sales using a single asset of an agency;
- Become an ATSS fully entitled member and be elected to the Agency Committee of the Control Council of Settlement (CCS), an administrative body supporting ATSS current activities and defining its directions of growth.

Agency Accreditation
The normative and technological regulations that define the policy, procedures, and conditions of accreditation of an agency, point of sale (POS), and internet point of sale (IPOS) in ATSS are
ATSS Agency Accreditation Rules.
Any legal entity or an individual entrepreneur (hereinafter referred to as the Agency), a resident or a non-resident of the Russian Federation is eligible to ATSS accreditation, if the following criteria are met:
- The Agency must have no outstanding debts to ATSS participants ;
- Agencies must to provide financial security for TCH in order to cover their settlement obligations in accordance with 'Calculation Method and Types of Financial Security';
- The Agency must possess minimum one ticketing operator who received training to sell transportation/ancillaries under training programmes approved by TCH (if any);
- The Agency and its POSs must be duly equipped to enable reservation, payment, and issuance of transportation/ancillaries on ATSS Stock;
Accreditation documents should be sent to TCH:
- by email at info@tch.ru as a scanned copy;
- to TCH's Head Office: 123056, Moscow, B. Grouzinskaya Str., 59/1 for legal entities registered in foreign countries.
After review of application documents have been reviewed, comments have been eliminated and TCH's invoice for accreditation has been paid, the documents proceed to the Agency Accreditation Panel.
Accreditation of agencies with ATSS is carried out by the Agency Accreditation Panel.
When the Agency receives an accreditation notice from TCH, in order to proceed with sales of transportation/ancillaries on ATSS Stock under its personal code, the Agency has to:
- sign Model Agreement For Transportation And Services Sale with TCH;
- obtain access to a personal account ('My Account') on TCH's website and to an email address registered in TCH Mail System (TCH MS), to pay against TCH's invoice for the 'My Account' and TCH MS services;
- send application documents for accreditation of a POS, IPOS, TSSK (a transaction self-service kiosk) at info@tch.ru, pay against TCH's invoice for POS, IPOS, TSSK accreditation;
- sign an agreement for connection to a CRS (ADS) with a CRS (ADS) Operator or obtain access to the 'Klever' web-system, configure software and describe credentials;
- submit Applications for Registration of Ticketing Operators and Terminals via 'My Account';
- form a financial security in accordance with the received from TCH information about the procedure of settlement with TCH, in accordance with an approved type of security, and a person (entity) that secures the obligations of the Agency.
Accreditation procedure ends up with granting the rights to sell transportation/ancillaries to the Agency on ATSS Stock.
TCH:
- assigns codes to an accredited agency, POS, IPOS, TSSK that are used for identification purposes in ATSS;
- issues ATSS Accreditation Certificates (in paper and/or electronic format) to an accredited agency, POS, IPOS, TSSK.
The Agency must inform TCH of any changes to the Agency's Profile and submit supporting documents to TCH when such changes are subject to registration as per applicable laws.
The Agency, its POSs, IPOSs, TSSKs must be permanently in compliance with the ATSS normative and technological regulations.
TCH controls the activity of an accredited Agency, its POSs, IPOSs, TSSKs in order to ensure their compliance with the ATSS normative and technological regulations.
POS (Point of Sale) Accreditation
An
accredited agency must have at least one accredited point of sale (POS).
Agencies have no right to sell transportation/ancillaries on ATSS Stock at a non-accredited POS.
The documents for a POS accreditation should be sent to TCH:
- by email at info@tch.ru as a scanned copy;
- through 'My Account' of the Agency on TCH's website. Section 'Organisation of Sale / ATSS Accreditation'.
Documents necessary for a POS accreditation:
IPOS (Internet Point of Sale) Accreditation
Accreditation of an Internet point of sale is possible and performed only in the presence of an accredited point of sale.
Documents for a POS accreditation (to be emailed at info@tch.ru as a scanned copy):

- Documents confirming the right of an accredited agency/subagent to administer, use a domain name to sell transportation/ancillaries on ATSS Stock. The right to use a domain name shall be valid throughout the entire period of a IPOS accreditation.
Accreditation of an internet point of sale is performed only after passing through the process of checking its compliance with the ATSS normative and technological regulations and standards related to the organization of sales of transportation/ancillaries on ATSS Stock through an internet point of sale (website content, smooth operation of a website engine and payment gateway, interaction with CRS (ADS), etc.).
