The Schedule and Tariffs Centre of TCH runs the system for the registration and publication of airport/aeronautical fees, charges for aircraft ground handling at Russian airports and prices for fuel consumed by carriers, which includes normative-guidance, informational, software, and technical support.
Registration is carried out on the basis of the Order of the Ministry of Transport of the Russia Federation No.241 of 17.07.2012 (as amended and supplemented by Orders No.392 of 01.11.2012 and No.254 of 22.07.2013) pursuant to the Letter of The Ministry of Transport of the Russia Federation No.3807-2013 on 'Procedure for Registration and Publication of Aeronautical and Airport Charges, Tariffs for Handling Airplanes of RF Operators at RF Airports and RF Airspace and Prices for Materials and Machinery Provided to RF Operators at RF Airports'.
That system provides an opportunity to maintain a register and a unified data bank of the aircraft handling companies at airports on the basis of the relevant certification requirements. The system also enables to collect, process, upload in the unified database, and to provide to the customers the information both about adjustable charge rates and tariffs for aircraft ground handling that are being self-established by handling companies.
The below fees & charges are liable for registration:
- aeronautical charge for aeronautical services at aerodrome's zone established for one ton of maximum aircraft take-off weight;
- take-off/landing fee established for one ton of maximum aircraft take-off weight;
- flight security charge established for one ton of maximum aircraft take-of weight;
- fees for parking at aerodromes that exceeds 3 hours after landing for passenger airplanes, and 6 hours - for cargo and cargo-passenger airplanes;
- fees for using an airport terminal established per one adult passenger (12 years and older) - separately for domestic and international flights and for each airport terminal;
- passenger service charge established per one departing adult passenger (12 years and older) - separately for domestic and international flights and for each airport terminal;
- cargo handling charges established per one kilo of handled (arriving and departing) cargo (mail) - separately for domestic and international flights and for each cargo terminal;
- tariff for boarding and deboarding of passengers established per one feeding of one technical equipment - separately for passenger boarding and deboarding (except for aerobridges);
- fees for passenger boarding and deboarding sung an aerobridge established per one hour of the use of one aerobridge;
- passenger transport charge established per one vehicle per vehicle types (makes) of various passenger capacities;
- catering charge established per one service cycle according to different aircraft types;
- labor intensity rate for technical maintenance according to Form А-1 (А-transit) and technical arrangements for aircraft take-off/landing/maintenance check established per one standard hour;
- standard labor intensity (number of standard hours) for works according to Form А-1 (А-transit) established per aircraft types;
- standard labor intensity (number of standard hours) for technical arrangements for aircraft take-off/landing/maintenance check established per different aircraft types;
- charge for technical arrangements for aircraft arrival and departure established for one service cycle per different aircraft types;
- towing charge established for one service cycle per different types (makes) of technical equipment;
- charge for cabin cleaning established for one service cycle per different aircraft types;
- charge for lavatory cleaning established for one service cycle per different aircraft types;
- charge for potable water refilling established for one service cycle per different aircraft types;
- charge for potable water drainage from an aircraft system;
- charge for refueling of airplanes established for one ton of aviation POL;
- charge for aviation petrol storage;
- charge for providing aviation oils, lubricants, and special fluids;
- aviation kerosene price established for one ton of aviation kerosene;
- aviation kerosene price established for one ton of aviation kerosene;
- aviation petrol price established for one ton of aviation petrol;
- price of anti-water-crystal fluid established for one kilo of that substance.
Information support for the users of the System includes the provision of all information updates to carriers, the notification of handling companies when their charges and fees enter info force and the submission of information to persons concerned.
